Can anyone give me more information and maybe tell me which sticker I might get for a MINI Cooper from 03/2002 and a MINI One D from 08/2005.
Is this also applicable on the Eiffel roads or not?

that is right. Some cities defined areas where only cars with the appropriate "Feinstaubplakette" are allowed to enter. I think Cologne is one of them, and they will become more in near future. You can get it for instance at the German TÜV. It costs around 5 Euros. I got a green one for my Cooper from 12/2004 some weeks ago. But you need a Car-ID which can be found in the german Fahrzeugschein. I do not know whether you have this in Belgium.
Finally, I do not think that the autobahns or country roads will become such zones. This will stick to city centers mainly.
